The New Jersey State Educational Opportunity Fund (EOF) Program was created in 1968 by an Act of the New Jersey Legislature as part of a broad range of programs designed to address the conditions of segregation, systemic poverty, and economic and educational marginalization by providing greater access to higher education. The EOF program serves low-income New Jersey residents who are capable and motivated, but who reside in historical, economic, and educational disadvantaged areas.
EOF provides admitted students two forms of assistance. First, EOF provides supplemental financial aid to defray non-tuition college costs such as fees, room and board, and books, to ensure that EOF students have the opportunity to attend college. Second, EOF funds a wide array of campus-based support services for enrolled students to ensure that EOF students have the opportunity to graduate from college.
As EOF approaches its 40th anniversary in 2008, the systemic problems that compelled its creation still continue, but EOF takes great pride in having assisted over 500,000 New Jersey students and continues strongly with legislative support.
